At the conclusion of a protracted process, the International Paralympic Committee (IPC) Legal & Ethics Committee has found against Mr Carlos Campos, former Chairman of IBSA Football (IPC press release attached).
In turning down the appeal of Mr Campos, the Appeal Panel has imposed the following penalty:
“Exclusion from the Paralympic Games and all other IPC events commencing 1st October 2013 and ending on the day after the Closing Ceremonies of the 2020 Paralympic Summer Games…”
“Exclusion from participation in any selection process relating to the Paralympic Games and all other IPC events commencing 1st October 2013 and ending on the day after the Closing Ceremonies of the 2020 Paralympic Summer Games…”
The IBSA Executive Board applauds and fully supports the decision of the IPC Legal and Ethics Committee to suspend Carlos Campos from participation in the Paralympic Movement.
IBSA’s name is one of its most valuable assets - but also its most fragile. Integrity and respect can only be earned over time, and must be underpinned by conduct of the highest moral standard. We are required to remain vigilant at all times to ensure that our reputation is guarded and protected. When behaviour is displayed which falls below the level demanded by IBSA, we are duty-bound to act swiftly and appropriately. Our value system demands an open and transparent approach in such cases.
From the outset, when evidence came to light suggesting questionable practice, the IBSA Executive Board followed due process by immediately inviting IPC to conduct a formal investigation into allegations of impropriety. Throughout the process, IBSA remained closely involved and supportive of IPC in its efforts to unearth the truth.
In compliance with and support of the Ruling, "All IPC members are obliged to assist in the enforcement of this suspension and no one should provide any opportunities for Campos to violate the suspension,” the IBSA Executive Board has voted to suspend Mr Campos from membership of IBSA and any organisations that are members of IBSA, to suspend Mr Campos from attendance at, or participation in, any IBSA event or activity including participation in all committees, subcommittees and working groups as well as all activity in connection with IBSA World and Regional Championships and all other IBSA-sanctioned competitions, camps and other programmes. These suspensions shall remain in force until 7th September 2020.
